Building GTA 6 goes beyond filling streets with crowds. In interviews about development, Rockstar described its intention to create pedestrians and environments with individual characteristics rather than a repetition of random models.
Personality appears in the surroundings, too
The process includes decisions about the clothing, attitudes and reactions of Leonida's residents. In some environments, the team also considered objects, photographs, drinks and other details that suggest people had lives there before the player arrived.

These elements may seem small, but they help create an important feeling in open-world games: that places continue to exist even when the protagonist is not there.
Small gestures, clothing, routines and environmental details can combine to convey the sense of an inhabited city. Those differences give neighborhoods and the people moving through them their own identities.
This attention connects with the large number of animations created for the game and the attempt to give everyday interactions more variety. If the approach works, players may notice much of the result without actively looking for those details.
